* emacs-lisp/checkdoc.el (checkdoc-file-comments-engine): When
inserting ";;; Code" put it before any ";;;###autoload" cookie on
the first form.  And insert a blank line after ";;; Code" since
that's usual style.  (My Bug#4612.)
